HEFEI, Jan. 31 (Xinhua) -- Vice Premier Hui Liangyu said on Saturday that local government should seek every means to help migrant workers land jobs, calling it "a prominent and important task" in the current rural work agenda.     Hui made the remarks when he toured east China's Anhui Province. He urged local enterprises to guarantee job opportunities for migrant workers and asked infrastructure projects contractors to hire as many migrant workers as possible.     The vocational training for the migrant workers should be strengthened, Hui said.     Migrant workers were also encouraged to go back to their hometown to start their own business, and support should be given in bank loans, tax breaks and business registration, according to Hui.     Hui also urged local government to attach great importance to the fight against drought, which plagued more than 866,700 hectares of wheat in the province. BEIJING, Jan. 25 (Xinhua) -- Two TV rivals should have locked horns on Lunar New Year's Eve, but the alternative to the traditional China Central Television (CCTV) New Year gala, the "Shanzhai" show was just not available for most people in China.     Lao Meng, a Beijing-based wedding photographer who initiated a homemade gala focusing on performances by ordinary people, made the "Shanzhai" show - an "alternative" pastiche of CCTV's traditional gala. He called it "a real show by and for ordinary people."     The "Shanzhai" show which had claimed to be for college students and migrant workers who could not return home for the holiday, turned out to be only available on the Macao Asia Satellite TV (MASTV) and its website.     Most families in the country cannot get satellite TV channels, and the MASTV website page could not be opened from 8 p.m. to 11 p.m., when the show was on.     Lao Meng told Xinhua he did not know why, "maybe too many people were logging on to the website."     Lao Meng also said the show on MASTV was actually a recorded broadcast.     Unlike all CCTV gala's performers who performed live, Lao Meng and his performers were having a party to celebrate their "Shanzhai" gala in an indoor hall in Beijing on New Year's Eve.     Chen Jun, a magazine editor in Shanghai, said he was disappointed to not have access to the "Shanzhai" show.     "It was much all mouth and no trousers. I think it has let many people down," Chen said.     The "Shanzhai" gala had won wide support on the Internet and much media attention from home and abroad, as it claimed to make a show for common people and to challenge CCTV's gala.

BEIJING, Nov. 1 (Xinhua) -- Chinese President Hu Jintao has called on Chinese women to make more contributions to the country.     Hu, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission, made the remark on Saturday when he met with the newly elected leaders of the All-China Women's Federation and some delegates to the 10th National Women's Congress.     Hu said Chinese women have made extraordinary contributions to the progress of the nation's civilization and economic growth, from the revolutionary wartime to the current socialist construction and reform.     The President said Chinese women deserved the title of "half of the sky", which means women could play an equal part as men in society.     Hu Jintao called on the Chinese women to make more contributions to the country's economic, social and cultural constructions and pursue scientific methods of education to cultivate their children.     Women should also strive to create a harmonious family environment to make contributions to the stability and harmony of the whole society, he said.     The President also urged female leaders and women's organizations at all levels to pay more attention to women's interests, and make all-out effort to serve them.     The Party organs at all levels should be fully aware of the great importance of women's roles and thoroughly carry out the country's policy of gender equality by creating more opportunities for women.

BEIJING, Nov. 2 (Xinhua) -- China's economy is in good shape despite the changing economic environment, and it will maintain stable and relatively fast growth, National Bureau of Statistics (NBS) chief Ma Jiantang told Xinhua on Sunday.     "The fundamentals of China's economy remain unchanged despite the changing world economic environment," the new NBS director said. "We should be confident about the country's economic outlook."     The world's fastest economic growth rate, successful commodity price controls, increasing foreign exchange reserves and good employment rates were the factors to support the economic fundamentals, said Ma.     The consumer price index (CPI), the main gauge of inflation, eased to 4.6 percent in September from the same period last year. It hit a 12-year high of 8.7 percent in February.     The country's gross domestic product (GDP) grew by 9.9 percent in the first three quarters, 2.3 percentage points down from the same period last year.     The slowdown was a result of combined effects, including the global financial crisis, the world economic downturn and severe domestic natural disasters, Ma said.     However, he said, "We should be confident about the country's economic outlook." The country had rich resource reserves, great market potential, vigorous enterprises and the government had strong macro-control abilities.     The government had made a series of macro-economic policy adjustments against the changing economic environment, which would guarantee a steady and sound economic development, he said.

BEIJING, Jan. 21 (Xinhua) -- Taiwan's chief negotiator Ching Pin-kung hailed Wednesday significant progress on cross-Straits relations over the past year.     The cross-Straits relations in 2008 have made several breakthroughs, said Chiang, chairman of the island's Straits Exchange Foundation (SEF), at Wednesday's press conference.     SEF and mainland's Association for Relations Across the Taiwan Straits (ARATS), the two main negotiation bodies, held their first meeting in Beijing last June after the talks were suspended for almost 10 years. The second meeting was held in Taiwan in November.     The two sides reached six agreements after the two rounds of talks, including the historical direct links of transport, trade and post services which started on December 15.     "With all these breakthroughs, the cross-Straits ties have turned to be normal and practical with mutual trust and understanding," Chiang said.     Chiang said SEF would persist with building "positive" and "interactive" cross-Straits relations in the coming new year.     The main topics in the next round of the talks between the mainland and Taiwan, scheduled for later this year, would include joint efforts on cracking down on crimes, financial cooperation and regular cross-Straits flights, Chiang said.     Board members, supervisors and consultants in SEF planned to visit the mainland in 2009, according to Chiang.

BEIJING, Oct. 28 (Xinhua) -- The 11th National People's Congress (NPC) Standing Committee, China's top legislature, concluded its fifth session on Tuesday after passing new laws and international treaties.     It adopted an amendment to the fire control law and passed a law designed to protect state-owned assets from being illegally seized.     The session also ratified a bilateral treaty on extradition with Portugal.     The 21-article treaty was signed by Vice Foreign Minister Zhang Yesui and Portuguese Foreign Minister Louis Amado in Beijing on Jan. 31, 2007.     The top legislature session also ratified an amendment to the Convention on the Physical Protection of Nuclear Material, the Convention on International Interests in Mobile Equipment, and the Protocol thereto on Matters Specific to Aircraft Equipment.     NPC Standing Committee Chairman Wu Bangguo said the legislature would continue working on an amendment to the country's law on food safety, which is being revised following a nationwide toxic milk scandal.     The session publicized a draft of amended law on earthquake prevention and disaster reduction to receive suggestions from all circles.     Wu Bangguo said at the session that to promote the judicial fairness and public supervision is a long-term task and called for more efforts in this regard.     He urged lawmakers to live up to their responsibilities to provide more useful and effective advices or suggestions to the top legislature, including those on macro-control of the economy.

BEIJING, Jan. 26 (Xinhua) -- Finance Minister Xie Xuren said Monday there would be growing difficulty balancing China's budget this year, and he urged officials to avoid unnecessary spending.     In a Lunar New Year greeting on the ministry's homepage, Xie said that the external and internal conditions affecting China's social and economic development in 2009 were "very severe" and more difficulties had to be overcome to achieve "steady and relatively fast" economic growth.     Xie said government funds should be used efficiently as the government carried out an active fiscal policy to support public investment while cutting taxes.     To stimulate the economy, the government has raised export tax rebates three times since July, increased farm subsidies and endedthe value-added tax for equipment purchases -- a move that's expected to reduce companies' tax bills by 120 billion yuan (about 17.4 billion U.S. dollars) a year.     Moreover, the threshold for individual income tax, which now stands at 2,000 yuan per month, is likely to rise.     Although 2008 fiscal revenue grew an estimated 19 percent from 2007 to some 6 trillion yuan, the economic slowdown, falling corporate profits and tax cuts drove down fiscal revenue in the second half of last year.     Last year, the economy grew 9 percent year-on-year, ending a five-year period of double-digit growth.     Xie said earlier this month that the fiscal decline might continue this year. The Finance Ministry has imposed tighter controls on the general administrative expenditure of local governments.     For example, local governments have been ordered to limit the year's spending on car purchases, meetings, catering and overseas travel to no more than the amounts spent last year.     Jiangxi Province has urged officials to avoid unnecessary travel and vowed to cut meeting outlays by 20 percent from the 2008 level, catering expenses by 10 percent, and international business travel costs by 10 percent.     Many local governments, meanwhile, said they would step up investment spending in 2008. Shaanxi Province, for example, said it planned to invest 40 billion yuan in education, job re-training, public sanitation and social security, up 21 percent from last year, while Henan Province will invest 40 billion yuan to raise living standards.     These and other local governments announced investment plans after the central government put together a 4-trillion-yuan stimulus package in response to ebbing growth.
