BEIJING, Jan. 23 (Xinhua) -- The Bank of China (BOC) board has agreed to sell up to 40 billion yuan (5.86 billion U.S. dollars) of bonds convertible to A shares to improve capital adequacy.The proposal will be turned into the first temporary shareholders' meeting in 2010, which will be held on March 19, for approval.Excluding issuance costs, the proceeds from the issuance of the six-year convertible bonds will be used to replenish the bank's capital base and working capital and to lift its capital adequacy ratio, according to the BOC, the third largest lender by market value in China.The BOC has been implementing positive financial policies and relatively loose monetary policies since 2009.The BOC capital adequacy ratio stood at 11.63 percent and the core capital adequacy ratio at 9.37 percent by the end of September 2009.

BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting.The amendment is regarded as part of China's efforts to narrow the urban-rural gap. It requires "both rural and urban areas adopt the same ratio of deputies to the represented population in elections of people's congress deputies."Wang Zhaoguo, vice chairman of the NPC Standing Committee, said the law provides legal guarantees for elections of deputies to people's congresses, the country's fundamental political system, as well as citizens' right to vote and the right to stand for election.The Third Session of the 11th National People's Congress holds its closing meeting at the Great Hall of the People in Beijing, China, March 14, 2010.After the last amendment in 1995, the law stipulated that each rural deputy represented a population four times that of an urban deputy. The rural population was much more than that of cities at that time and an equal ratio of rural and urban representation would have meant an excessive number of rural deputies.With rapid urbanization and rural economic development, the proportion of urban population increased to 46.6 percent last year, he said, adding people's congresses at all levels have gone through many terms of elections, accumulating abundant experience."The time is right for equal representation," which is conducive to expand democracy, he said.Wang said the amendment ensures "equal representation among people, regions and ethnic groups."The amendment adds stipulations such as "organizing more face-to-face contacts between candidates and electors to allow deputy candidates to introduce themselves and answer voters' questions."It says the setup of polling stations, convening election congress and the management of mobile polling boxes should be further standardized and improved.It also suggests to set up "confidential polling booths" to root out bribery in elections.Violence, threats, corruption and other acts that disrupts elections should be investigated and punished, it says.The number of deputies to the NPC is limited within 3,000, and the distribution of the NPC deputies is decided by the NPC Standing Committee, according to the law

It is now the world's fourth largest destination when it comes to incoming tourists, and the rates of growth are moving so quickly that we think this is a realistic target," Rifai said.France is currently the country receiving the most international tourists, at 80 million per year, followed by the United States and Spain, both at 60 million a year, while China has about 48 million, he said."China's tourism economy has moved incredibly in the last ten years. The number of incoming tourists rose from 8 million to 48 million. The potential of the growth is still big because of the size of China," Rifai said.Rifai said the global tourism industry is improving but challenges remain due to the weak economy."The tourism industry has to follow and is very much affected by the general economic situation, and for sure the general economic situation has started to turn around. KUNMING, Feb. 26 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called for more efforts to fight Yunnan's worst drought in 60 years when visiting the province in southwestern China.He urged local authorities to ensure water supply for urban and rural residents and for agricultural uses.He also asked local authorities to take more measures to limit the spread of forest fires.Hui visited several rural households to know if they had enough water. He also inspected affected crops, reservoirs and forests during his visit to Yunnan from Wednesday to Friday.Yunnan's drought has resulted in water shortages for locals, livestock and crops.The dry spell started in the autumn 2009 and has also hit neighboring Guizhou Province and Guangxi Zhuang Autonomous Region.The seriousness, duration, areas affected and losses are rarely seen in history, the Ministry of Civil Affairs (MCA) said late Friday in a statement on its website.The ministry urged all affected regions to "take all possible means" to minimize the damages of the drought.The ministry also asked local civil affairs authorities of the four hardest-hit regions to report, on a 10-day basis, the number of people affected by the drought, people suffering from drinking water shortage, and people in need of government aid.

BEIJING, Feb. 20 (Xinhua) -- China Saturday issued a regulation on the implementation of the Audit Law, which required close audit to government-funded projects, to make sure financial funds were properly used.The regulation, issued by the State Council, or China's Cabinet, asked auditing offices to conduct follow-up audit to organizations or projects, which were funded or partly funded by government.The regulation was revised and passed at an executive meeting of the State Council on Feb. 2 and will become effective on May 1 this year.Under the regulation, audit authorities are entitled to launch special investigation into government departments or organizations on budget management or the management and utilization of state assets.To ensure accurate and impartial auditing, the regulation provides that organizations are entitled to apply for government adjudication, administrative review or lodge a lawsuit if they disagree with the audit results.The current Audit Law was amended and passed in February 2006 by the Standing Committee of the Tenth National People's Congress.

BEIJING, Jan. 12 (Xinhua) -- China's National Marine Forecasting Station on Tuesday issued an alarm on sea ice as it was developing fast off the country's eastern coast.     In the following week, the floating chunks of ice could extend up to 90 nautical miles off the coast of Baohai Sea and 25 nautical miles in the northern Yellow Sea. The ice thickness could measure up to 40 cm, the station said.     The station warned of threats to port infrastructure, transportation and maritime operations. And that sent a very important signal to the negotiations."We saw similar actions taken by Mexico, by South Africa, by Brazil, by Indonesia and also India. That created an opportunity," he said.Steiner admitted that Copenhagen did not deliver what the world had hoped, which was a deal among developed and developing countries to achieve significant agreement in reduction of emissions. However, he maintained that it was also not the failure that some people had attributed to it."I think in history it shall be written as a missed opportunity. We are now focused on moving forward towards Mexico and the world has an opportunity to reach an agreement," he said to Xinhua.On China's situation of environmental protection and carbon emissions reduction, Steiner said the nation has made rapid progress yet challenges still remain.He stressed that China has begun to take a different development path. Chinese leaders and people have started to look at development also from a sense of balance.
