SHANGHAI: This city will soon complete its goal of creating a full-time job for at least one member of every out-of-work family, officials said.Shi Juemin, a vice-director of the Shanghai municipal labor and social security bureau, said the city is on target to offer jobs to people who are of legal working age and are able to work."Members of more than 7,100 jobless families in Shanghai have found employment, and the remaining 30 families are on a waiting list," Shi said during an interview on the bureau's online chatting program. "And they will soon have jobs."Shi did not give a deadline.The city's government has launched several job-creation drives since 1997.Neighborhoods have set up their own unemployment databases and offer job ideas to people according to their individual needs. The unemployed will either be given work according to their qualifications or will receive job training.The government has set up training centers, organized job fairs and guided the unemployed into newly created public sector posts such as crossing guards, sanitation workers and parking lot or community security guards.According to a labor bureau report released earlier this year, Shanghai's government had "bought" - or created and paid for - 240,000 jobs by the end of last year.Hiring people as nurses or home care providers for the aged will have the additional benefit of helping the government deal with the city's rapidly aging population.By the end of last year, the city's unemployment rate was 4.4 percent.And a new law that is in the pipeline is expected to improve employment services. The law will assign responsibility for creating employment and forbid discrimination against women and people with diseases."Companies will have to clearly state the salary when hiring people," Shi said.And employers will have to be very careful with their recruitment advertisements. Cheats will be fined.

At least two Chinese universities could achieve "world-class" status within the next 20 years, the president of one of the United States' oldest higher education institutions said yesterday in Beijing. Yale University's Richard Levin made the comment at the start of a 10-day visit by about 100 Yale faculty, students and administrators, the biggest delegation from the university ever to visit China. President Hu Jintao, who extended the invitation to the Ivy League university during his 2006 visit to the US, met the delegation last night at the Great Hall of the People. Hu said the visit of Levin's delegation will help promote mutual understanding and friendship between the two peoples, as well as the stable and healthy development of Sino-US relations. The president expressed his hope that Yale University students build strong relationships with the young people of China. In an interview with Chinese media, Levin said the country had made great progress in strengthening its top universities, by investing more in first-class facilities including research labs. "The key ingredients to being a world-class university are top students and top faculties," Levin said. "I don't think there is any doubt that China's top universities today have students that are as good as any in the world. "What remains to be built are faculties that are at the very frontier of research in their fields and worldwide leaders in their research endeavors." The delegation will spend its days meeting government leaders and visiting universities and other historical and cultural sites in Beijing, Shanghai and Xi'an. The Chinese government and Yale are sharing the cost of the trip. Participating students and faculty, the majority of whom had never before been to China, were handpicked to represent the university's different schools. Delegation groups will today meet with government leaders, including Yang Jiechi, the minister of foreign affairs and Jiang Zhenghua, chairman of the Chinese Peasants' and Workers' Democratic Party. The visiting students may even bridge some cultural divides. "I think that young people can play a very important role in securing a peaceful future for the US and China," Levin said. "Today, especially among the older generation, there is a great deal of ignorance about China in the United States, and some ignorance about the United States in China as well." Before leaving for China, some of the delegation met with US President George W. Bush, who spoke about the importance of "people-to-people diplomacy". "I think the trip will serve a cultural purpose in that our students will get a deeper understanding of Chinese culture to the extent that this throws into public view the importance of student-to-student exchanges," Levin said. "And that certainly serves a political purpose."

Rising sea levels and falling river water volumes - as forecast in the latest UN report on climate change - could drastically alter weather patterns and cause huge economic losses in China, a senior meteorological official warned Thursday.Luo Yong, deputy director of the Beijing Climate Center affiliated to the China Meteorological Administration (CMA), said there will be more typhoons, floods and land subsidence as a result of global warming.The report by the Intergovernmental Panel on Climate Change released in Spain last Saturday said "human activities could lead to abrupt or irreversible climate changes and impacts".It said that even if factories were shut down and cars taken off roads, the average sea level will rise up to 140 cm over the next 1,000 years from the pre-industrial period of around 1850.In the next 100 years, it said, sea levels will rise by 18-51 cm.More frequent and heavy floods require China - which has an 18,000-km coastline on the mainland - "to build coastal facilities of higher standard," Luo told a press conference.As coastal regions are economically developed areas, the loss from typhoons and floods will be magnified, Luo said.He also warned that higher sea levels will lead to further land subsidence, which is already being seen in some coastal areas.Another major threat from global warming is water shortage, Luo said.In the past 50 years, the six major rivers in the country have seen their water volumes reduced sharply, especially those in the north, such as the Yellow and Huaihe rivers. Ground water storage has also dropped markedly, he added.The water shortage will take a toll on the farming sector, hurting grain production; and industrial and domestic consumption will be affected, he said.Luo said that China will possibly see more flooding in the north and drought in the south, the reverse of the current weather pattern.Song Dong, an official from the Ministry of Foreign Affairs, said next month's international talks on global warming in Bali, Indonesia, are expected to focus on greenhouse gas cuts by rich countries and the transfer of more clean technology to developing nations.

Online computer games and their related services topped the complaint list of Chinese consumers last year, followed by telecom services and mobile phones respectively, the China Electronic Chamber of Commerce (CECC) said here on Saturday.     The website www.315ts.net, which falls under the CECC, received 55,817 complaints in 2007, up 23.2 percent year on year. In total,24,634 cases were related to online products and included online sales fraud, website ID information theft and online games complaints.     The chamber said complaints about refrigerators surged 114.37 percent year on year to 761 cases, the highest annual growth rate among grievances of all electronic product items.     More than 60 companies, including LG, TCL, Haier, Fuji and Canon, were rated as outstanding enterprises in dealing with customer complaints, according to the body.     The CECC also named and shamed 40 companies that did a poor job in handling customer complaints last year. These included industry and retail sales giants such as Philips, Carrefour, Shinco and Hitachi.

SYDNEY - Chinese President Hu Jintao met here Saturday with Japanese Prime Minister Shinzo Abe, to exchange views on bilateral ties, the nuclear issue on the Korean Peninsular and other issues of common concern.The meeting took place on the sidelines of the 15th Economic Leaders Meeting of the Asia-Pacific Economic Cooperation (APEC) forum. "It makes me more confident of finding a dream girl." Marrying a soldier was popular before the 1980s, which meant not only a decent job but also glory to the whole family. "Many friends envied me when I married Chen Xia's father. He was a heroic figure in our eyes," said Zhang. But as the country turned more peaceful and prosperous, soldiers now live reclusive lives in camps and campuses. It has also become difficult for them to get a spouse as they are confined to a small social circle and don't enjoy a high pay. "Frankly speaking, I hesitated while Chen Xia planned to get married; afraid that she would suffer the same loneliness and economic pressure than I used to," said Zhang. GUANGZHOU: Having a good job is pretty important to many women - that is unless they can find a wealthy husband to look after them.A recent survey of women in Guangdong Province revealed that almost half would rather prefer marry a rich man than get a good job.At 45.2 percent, the figure is 8.9 percent higher than the country's average.The survey showed many women are still very conservative in the province that borders Hong Kong and Macao special administrative regions, according to an official from Guangdong Provincial Women's Federation.The federation conducted the "Survey and Analysis on the Social Gender Concepts in Guangdong Province" early this year."A large percentage of local women still have the traditional idea of relying on their husbands after they have married," said the official who did not want to be named yesterday.Women who are less educated have a stronger desire to marry rich men and rely on their husbands, she added.Chen Wenqi, a local white collar worker, however, said she would refuse to rely on her future husband.Chen said she would never marry a rich man who she did not love at all."Men and women should be equal both at work and at home and wives should not rely much on their husbands if they have the ability to work," Chen told China Daily yesterday.The 27-year-old works for a local foreign-funded logistics company.The survey also revealed the number of rural women who said a rich husband was better than having a good job, was 11.7 percent more than their urban counterparts."The tendency of independence often goes against the economic and social status of the women," Wang Xiongjun, a sociology PhD student at Peking University, said."The more you can support yourself with a decent life, the less you are willing to depend on others, even your spouse."And 75.1 percent of the Cantonese women said they would continue to work even after they married rich husbands.The figure is also nearly 13 percent lower than the country's average.Most of the local women agreed that husbands should focus their efforts on work and social events while wives must spend much of their time on family and housework.More than 40 percent of women said being good looking was more beneficial to finding a good job, then having ability.On the sex issue, men are slightly more lenient than women when it comes to forgiving infidelity. About 47.5 percent of women said they would excuse their husbands for being unfaithful once, compared to 50.3 percent of men.

Hu and Lien met for the first time in Beijing a year ago when Lien, then chairman of the Taiwan-based KMT party, had an "ice-breaking" journey to the mainland. It was also the first meeting between top leaders of the CPC and KMT in 60 years. Hu called for closer personnel, economic and cultural exchanges between the mainland and Taiwan to curb Taiwan secessionist activities and maintain peace across the Taiwan Strait.

China's private enterprises employed 120 million people by September this year, up 9.5 percent from the same month a year ago, said a senior official on Saturday."The private sector of the economy is a main avenue of employment and re-employment in China," said Zhong Youping, deputy minister of the State Administration for Industry and Commerce.Zhang made the remarks at a forum on Chinese and Japanese small and medium-sized enterprises held in Guangzhou of South China's Guangdong Province.Developing the private sector would help increase job opportunities and enable economic growth and employment to boost each other, said Zhang.Labor-intensive firms and the service sector could absorb a lot of laid-off workers and college graduates, he added.Last year China's industrial and commercial authorities helped 2.54 million unemployed people find jobs in the private sector and nearly half of the country's new graduates entered private firms.
