JOHANNESBURG, April 22 (Xinhua) -- South Africa's progress of the fourth democratic elections proceeded smoothly and orderly despite the cold weather.     Cheerful voters braved a cold snap in South Africa's most fluid and unpredictable post-apartheid elections on Wednesday, with KwaZulu-Natal province the only to report major problems.     It had received reports that 19,121 of the 19,726 voting stations opened on time, the South African Independent Electoral Commission (IEC) said.     IEC Chief Electoral Officer Pansy Tlakula said most of those which did not open were temporary stations affected by problems like the weather. She said the elections were characterized by a "peaceful, tranquil and harmonious" atmosphere. "A carnival mood is prevailing across the country."     "It's been calm and peaceful at the polling stations we have visited so far. it seems the youth have turned up in large numbers, which is very encouraging for democracy," said Balefi Tsie, head of the South African Development Community (SADC)'s Electoral Commission Forum (ECF).     "We wanted to be there when the stations opened to make sure the ballot boxes were empty and all was in order," he said.     The observers were at polling stations 20 minutes before South Africans began casting their ballots and inking their fingers at 7:00 a.m. local time (0500 GMT).     South African political party representatives at the IEC's center in Pretoria were mostly happy with the progress of voting.     "We are very happy so far, there have been no incident reports and there are very few stations still unopened," said Beattie Hofmeyr, the ruling party African National Congress (ANC) representative.     The Democratic Alliance councillor Mike Moriarty said: "The vast majority of stations are working properly."     The Congress of the People representative Juli Killian said there was an "absolute commitment to impartiality" in the IEC's top structures.     However she said that at times this commitment did not filter down to the staff on the ground.     "The challenge for them is to get the district voting officials to support that commitment," she said, adding that the party had received reports of ANC branding at some polling stations.     The United Democratic Movement secretary general Humphrey Nobongoza said his party had received reports that "ballot papers were flying all around" in Cala, Eastern Cape.     "The matter is of serious concern. It means there is a lack of control. It sends a bad signal," he said.     The IEC said about 23 million registered voters, including more than 16,000 overseas voters, would vote to elect a new National Assembly and nine Provincial Legislatures in April 22 elections.

TAIPEI, June 4 (Xinhua) -- A Chinese mainland business delegation signed deals to purchase Taiwan products worth more than 2.2 billion U.S. dollars after a four-day visit to the island, it was announced Thursday.     Orders involving 827 million dollars of products would be filled by July, and products worth of 1.4 billion dollars would be delivered by the end of this year, said Li Shuilin, head of the delegation.     On their shopping list are LCD (liquid crystal display) equipment, spare parts for mobile phones and computers, plastic and chemical products, textiles and handcrafts, he said.     The group, organized by the Mainland Association for Cross-Strait Economic and Trade Exchanges, comprised about 80 representatives of 35 companies, including IT and home appliance giants Lenovo, Haier, Changhong and ZTE.     Their buying spree was seen as a symbolic step to expand trade ties between the mainland and Taiwan and to offset the effects of the global economic downturn.     The mainland businesses held talks with more than 300 Taiwan firms in Taipei and Kaohsiung to learn more about their products and market potential in the mainland.     They also discussed how to use their reciprocal advantages to reinforce manufacturing capacities of both the mainland and Taiwan, Li said.     Also on Thursday, telecommunication industries on both sides of the Taiwan Strait agreed to tap mobile telecommunication markets, particularly the mainland's newly-launched 3G (third generation mobile telecommunication) market.     A total of 17 telecommunication service providers and 30 equipment manufacturers of the mainland were invited to attend a forum in Taipei this week.     Datang Telecom, a mainland telecommunication equipment vendor, signed an agreement on cooperation with Taiwan's Industrial Technology Research Institute (ITRI). They will discuss the possibility of a pilot network in Taiwan using Datang's TD-SCDMA 3G mobile telecommunications standard.     "We see a lot of opportunities for cooperation as the mainland is fast developing its 3G market," said Liu Liqing, chairman of the China Association of Communications Enterprises.     Johnsee Lee, president of the ITRI, also said the discussions would help local equipment producers better understand the market potential and industrial standards in the mainland.

BEIJING, April 29 (Xinhua) -- Chinese Vice Premier Li Keqiang Wednesday called for improved entry-exit inspection and quarantine of swine flu cases, and accelerating research on a diagnostic reagent to test for the virus.     All government departments must make public health a priority and maintain steady social order, Li said during a visit to the Beijing Capital International Airport and the Chinese Center for Disease Control and Prevention. The United States confirmed Wednesday that a 23-month-old child in Texas had died from the virus.

ROME, July 6 (Xinhua) -- Chinese President Hu Jintao held talks with Italian President Giorgio Napolitano on Monday, calling for a boost to ties between the two countries.     During the talks, Hu said Chinese-Italian relations have witnessed healthy and stable expansion over the past 39 years since the two countries established diplomatic relations. In 2004, the two countries agreed to establish an all-around strategic partnership, unveiling a new page for Chinese-Italian friendly cooperation, Hu said.     As next year will mark the 40th anniversary of the forging of bilateral diplomatic relations, China is willing to join hands with Italy to lift bilateral ties to a higher level, Hu said. He noted that China's participation is a must for the international community in its move to tackle the crisis, reform the international financial system and realize sustainable development.     On the EU-China relations, Napolitano said Italy would continue to play an active role in boosting the ties.     The president also reiterated Italy's adherence to the one-China policy.     According to the press release, Hu also briefed his Italian counterpart on the latest social and economic developments in China.     The two leaders held the talks at the Quirinal Palace, and Napolitano hosted a grand welcoming ceremony in honor of Hu prior to the talks.     Hu arrived in Rome earlier on Sunday for a state visit at the invitation of Napolitano.     Hu was also to attend the summit of the Group of Eight and major developing countries later this week in the central Italian city of L'Aquila.     This is the sixth time that the Chinese president has attended the G8 outreach session. The previous one took place in the northern Japanese resort of Toyako last July.     The G8, an informal forum of leading industrialized nations, includes Germany, France, Britain, Italy, Japan, the United States, Canada and Russia.

Because cross-border yuan trade settlement could help enterprises avoid exchange rates risks, lock up financial costs and reckon enterprise anticipated profits," the source said.     "In comparison to convertible currency settlement, it could streamline links and reduce trade cost. It could help enterprises without foreign exchange revenues cut losses from converting foreign exchanges. It could reduce derivative fees in selecting RMB financial products," said the source.     The BOC Shanghai branch has reached tentative agreements with 11 overseas agent banks on yuan trade settlement deals. BEIJING, May 21 (Xinhua) -- Chinese Premier Wen Jiabao attended the 11th China-EU summit with European leaders in Prague on Wednesday, focusing on bilateral strategic partnership, the global financial crisis and climate change.     The two sides reached a number of consensus at the summit which will play an active role in promoting a sustainable development of bilateral relations in an in-depth and all-around way.     Premier Wen stayed in Prague for a mere of five hours, but needed a 20-hour flight to go forth and back, indicating his sincerity, responsibility and confidence in meeting with the EU leaders.     Sincerity, responsibility and confidence are crucial in pushing forward the comprehensive China-EU strategic partnership, which is the experience drawn from the past and the need of reality.     Under the complex international political and economic situation, the China-EU relations have gone beyond the bilateral scope and bears more international significance.     China and the EU enjoy a solid basis in continuing cooperation and meeting challenges jointly.     Up to now, the two sides have set up more than 50 consultation and dialogue mechanisms covering political, trade, scientific, energy and environmental areas.     It is not worthy that the China-EU trade volume exceeded 425 billion U.S. dollars in 2008 in face of global slump, representing a 19.5-percent growth over the previous year.     At a time when the raging financial storm hit the world, the major tune for bilateral ties should be mutual support.     Just as what EU Commission President Jose Barroso described, China is a "crucial partner" in international efforts to counter global challenges, such as the economic and financial crisis and climate change.     Challenge also generates opportunities while posing danger to the world. BEIJING, July 5 (Xinhua) -- The Chinese government has allocated more than 126 million yuan (about 18.4 U.S. dollars) for disaster relief in six worst rainstorm-hit provinces, autonomous regions or municipalities in south China, the Ministry of Civil Affairs said here Sunday.     The six provinces, autonomous regions and municipalities include Guangxi, Jiangxi, Hunan, Hubei, Guizhou and Chongqing.     A total of 5,200 tents were also sent to Guangxi, Jiangxi and Hunan to provide shelter for the people displaced there, the ministry said.     While Beijing and neighboring provinces are fighting heat waves, the southern half of the country has been drenched in rain or flood since late June.     The latest round of rainstorms and flood, also this year's worst according to the ministry, had battered 12 provinces, killing 75 people and leaving another 13 missing and 938,000 homeless as of 4 p.m. Sunday.     Close to 40 million people were affected by the rainstorms and the flood, it said, adding that a total of 101,000 houses were toppled in the flood, causing over 13 billion yuan (about 1.9 billion U.S. dollars) in direct economic losses, it said.

MACAO, July 14 (Xinhua) -- Up to 123 candidates from various civil groups in Macao to participate in the 4th Legislative Assembly Election of the Special Administrative Region (SAR) will vie for 12 directly-elected seats in the Assembly, the Macao Post Daily reported on Tuesday.     A total of 16 groups completed their registration procedures over the past six weeks for joining the SAR's direct legislative election which was scheduled to take place on September 20, according to the daily.     The SAR's legislature has 29 seats, 12 of which are directly elected and 10 indirectly elected while the rest will be appointed by the SAR's chief executive.     Registered candidacy commissions could submit their political manifestoes and lists of candidates to the authorities before Monday. In accordance with the law, the commissions need to acquire a minimum of 300 endorsements from registered voters to be accepted as a legitimate competitor in the upcoming election.     The officially verified lists of the candidates will be announced on July 28 at the earliest.
