ALGIERS, Nov. 5 (Xinhua) -- China and Algeria voiced commitment here Wednesday to step up bilateral strategic and cooperative relations and called for intensified cooperation in fields such as infrastructure, energy and resource exploration.     In his meeting with Algerian Prime Minister Ahmed Ouyahia, visiting Chinese top legislator Wu Bangguo called Algeria as "an important cooperation partner," noting that China highly values its strategic and cooperative relations with Algeria.     China and Algeria are both developing countries and share common aspiration to develop their economies to improve the welfare of their peoples, said Wu, Chairman of the Standing Committee of China's National People's Congress (NPC).     He noted that China will join hands with the Algerian side to cement the bilateral cooperation in long-term and strategic perspectives.     He proposed the two nations should work closer in fields such as infrastructure construction, energy, resource exploration and establish an economic and trade cooperation zone.     "We should encourage our enterprises to work together on some big and important projects to improve the quality and level of the China-Algeria cooperation," Wu added.     "The Chinese government will encourage Chinese enterprises to establish business and invest in Algeria, adopt open policy on technology transfer to Algeria and launch various training programs for Algerian personnel in an effort to contribute to Algeria's economic structure adjustment and employment enlargement," the Chinese top legislator said.     Agreeing with Wu's proposal, Ouyahia said that the Algerian government has a sincere will to learn from China and boost bilateral cooperation and mutual investment to help the country's economic transformation and realize sustainable development. CHENGDU, Jan. 25 (Xinhua) -- With red lanterns hanging from the eaves, the bangs of firecrackers outside, and tables of delicious food, the Chinese people, including millions of quake survivors, observed the Lunar New Year eve in the traditional way.     In the prefab of quake survivor Hu Suqiong, a dozen family members gathered at the table on which were traditional local foods such as preserved ham and sausage.     "I really had not expected that I could celebrate the Spring Festival with everyone in such a good prefab room," Hu's husband Chen Ziyi toasted Sunday noon's "reunion" (tuanyuan in Chinese) meal", which take place among Chinese families on the Lunar New Year's Eve.     The "Qinjian Family" prefab housing area where Hu Suqiong lives near the downtown of Dujiangyan City has 120,000 people. Dujiangyang was a worst-hit area in Sichuan Province in last May's devastating earthquake which left more than 80,000 people dead or missing.     "I feel rather satisfied and thank all those who have helped me," Chen said.     Spring Festival, which falls on Monday, is the most important holiday for Chinese. People meet relatives and eat dumplings and various delicious food. They set off firecrackers to scare off evil spirits.     For Chinese, the year 2008 was both a painful year and a proud year in which the 8.0-magnitude earthquake on May 12 in Sichuan caused huge casualties and damage, and the successful Olympic Games in August made China a focus in the world.     In Longxi Village, Wenchuan County in Sichuan, the quake epicenter, 37-year-old Chen Shixue kept his simple temporary house warm with an electric heater. BEIJING, Oct. 20 (Xinhua) -- Vice-Premier Li Keqiang visited the 2008 China Beijing International Energy-Saving and Environmental Protection Exhibition on Monday.     Li, who is a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, spoke highly of the achievements made by the country and the national capital in terms of energy efficiency and pollution reduction.     LI said China has large potential in the resources and environmental sector and it should focus on energy efficiency and environmental protection. They emphasized the need for Asia-Europe cooperation to ensure the availability of environmentally sound energy at a reasonable price to support economic growth and that the latest technology should be intended to increase energy efficiency.     Leaders recognized that the impact of globalization is increasingly being felt by the people of ASEM members, and share a common interest in strengthening the social dimension of globalization and improving social cohesion.     To this end, leaders unanimously agreed to issue the Beijing Declaration on Sustainable Development.     The Seventh Asia-Europe Meeting (ASEM 7) was held in Beijing on 24 and 25 October 2008. SHANGHAI, Jan. 16 (Xinhua) -- Former U.S. President Jimmy Carter said Friday he hoped the United States and China would deepen mutually beneficial financial interdependence.     Carter said the financial crisis enabled closer ties between the United States and China and he hoped China would continue to buy U.S. government debt.     Carter, in China to attend events to mark the 30th anniversary of Sino-U.S. diplomatic ties, conveyed President-elect Barack Obama's message of his resolve to maintain sound bilateral relations.     Although China and the U.S. had different cultures, histories and political systems, they had much more in common, said Carter at a symposium marking the anniversary.     The United States attached great importance to U.S.-China relations, especially in coping with the challenge of global climate change and the financial crisis, he said.     He believed bilateral relations would continue to develop and improve in the next 30 years.     In Shanghai, Carter also attended the opening of a photo exhibition which showcased the 30-year course of China-U.S. relations.     The former president also voiced his confidence in the strong U.S. participation in the Shanghai World Expo to be held in 2010.

he stressed.     All parties should, in keeping with the requirement of the UN Framework Convention on Climate Change and its Kyoto Protocol and the principle of "common but differentiated responsibilities," actively conduct negotiations for the implementation of the "Bali Roadmap" and take effective policy measures in light of their respective conditions to mitigate climate change.     Third, exchanges and cooperation should be conducted and efforts joined to combat natural disasters, Hu said.     In order to increase exchanges and cooperation in disaster response in the Asia-Pacific region, China has put forward the APEC Principles on Disaster Response and Cooperation this year, he said.     "It is also our hope that APEC members will consider carrying out long-term cooperation projects in post-disaster recovery and reconstruction so as to deepen APEC cooperation in disaster prevention and relief," he added.     Fourth, regulation and guidance should be enhanced and corporate social responsibility strengthened, he said.     "An important lesson we have learned from the ongoing financial crisis is that while trying to maximize economic returns, enterprises should follow a prudent, well-thought-out and responsible approach in market operations," he added.     Fifth, APEC members should take coordinated actions and ensure world food and energy security, Hu emphasized.     "We should, following the principle of common development, actively and effectively coordinate our policies and resort to a variety of joint measures to safeguard world food and energy security," he said.     "We should establish and act on a new energy security concept that calls for mutually beneficial cooperation, diverse forms of development and common energy security through coordination," he added.     TACKLING FINANCIAL CRISIS     "The rapidly-spreading international financial crisis, with its extensive impact, constitutes the most severe challenge confronting world economic growth," Hu said.     It is a major and urgent task for all countries and regions to deal effectively with financial risks, maintain international financial stability and promote world economic development, he added, lodging three proposals.     First, to curb the worsening financial crisis, all countries should take prompt and effective measures, enhance macroeconomic policy coordination, improve information sharing, help each other as much as possible, and employ all necessary fiscal and monetary means to stop the spread and development of the financial crisis, bring stability to global financial markets, stimulate economic growth, minimize the damage of the financial crisis on the real economy and avoid a global economic recession.     Second, the international community should earnestly draw lessons from the ongoing financial crisis and, based on full consultations among all stakeholders, undertake necessary reform of the international financial system in a comprehensive, balanced, incremental and result-oriented way, with a view to establishing anew international financial order that is fair, just, inclusive and orderly and fostering an institutional environment conducive to sound global economic development.     "The reform of the international financial system should both reflect the general law and principles of financial regulation and take into account the specific development stage and unique features of different economies," he said.     It should seek a balance among the interests of all parties and reflects, in particular, the interests of emerging markets and developing countries, he added.     Third, from a long-term perspective, it is necessary to change those models of economic growth that are not sustainable and to address the underlying problems in member economies.     "We should also pay adequate attention to the impact of the financial crisis on the developing world and provide necessary support to relevant countries to help them maintain growth momentum," he pointed out. 　　APEC'S FURTHER DEVELOPMENT     On APEC's development, President Hu said China is ready to work with other APEC members to promote its further development.     Since its launch almost 20 years ago, APEC has done a great deal in promoting trade and investment liberalization and facilitation and economic and technical cooperation, thus making positive contribution to regional economic integration and the building of an Asia-Pacific family, President Hu said.     The host of major reform measures adopted within the APEC development of APEC, "we should maintain the nature of APEC as a forum for economic cooperation and its approach of conducting cooperation on a non-binding basis, as this best suits the diversity Losses outnumbered gains by 656 to 199 in Shanghai and 576 to151 in Shenzhen.     Almost all sectors fell except industries related to aircraft making after the Commercial Aircraft Corporation of China Ltd. (CACC) announced Chinese indigenous regional jets would be sold to the United States, analysts said. CACC is not a publicly traded company.     Coal companies suffered the most losses. Kailuan Clean Coal Co.lost 7.21 percent to 10.3 yuan. Taiyuan Coal Gasification Company fell 4.34 percent to 7.50 yuan.     "I don't think the fall was related to recent mine accidents. It was a reflection of diminishing global energy demand," said Alex Xue, analyst with JL McGregor & Company.     The finance sector also dropped by an average of 3 percent. CITIC securities lost 2.46 percent to 17.84 yuan. Bank of Communications fell 4.20 percent to 4.33 yuan.     According to estimates from Friday's China Securities News, third-quarter profits of the country's 1,466 listed companies would fall 10.17 percent from the same period a year ago and 18.41 percent from the previous month to 206.09 billion yuan.     Operating net cash flow fell 51.75 percent to 827.4 billion yuan in the first three quarters. Analysts said rising material costs and weakening demand led to slumping profits.     The country's industrial output value growth slowed to 11.4 percent in September, the lowest rate since April 2002, the National Development and Reform Commission said on Thursday.     Despite the latest rate cut, which was viewed as helpful to stabilizing the stock market, analysts said the market could possibly continue falling. The long-term affects from the rate cut are yet to been seen.
