UNITED NATIONS, Jan. 20 (Xinhua) -- The United Nations' top humanitarian official on Wednesday rejected as "insulting" and untrue reports about the Chinese search-and-rescue team in Haiti."I don't believe there is any truth in these accusations ... that the search-and-rescue teams favored international members of the community rather than Haitian nationals," John Holmes, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, told reporters at UN Headquarters."I think it was done in an overall fair way," he said.The Chinese team "did take the lead" in looking for the missing people in the Christopher Hotel and also looked elsewhere, he said."I really don't think that accusation of favoritism stands up at all," he said. BEIJING, Feb. 2 (Xinhua) -- China promulgated a regulation Monday requiring meteorological authorities to conduct research on meteorological disasters, in an effort to reduce the damage from natural disasters like sand storms, blizzards, droughts, typhoons and icy weather.The Legislative Affairs Office of the State Council, the Cabinet, said Tuesday in a statement the regulation is designed to better protect people's lives and properties.The regulation, which takes effect April 1, requires meteorological authorities above the county level to conduct research on the frequency, intensity, and impact of meteorological disasters, and to set up a database to better evaluate risks.Schools are asked to teach students how to protect themselves and rescue others during natural disasters under the guidance of educational or meteorological authorities.The regulation also specifies the media's role in the event of meteorological disasters.Media organizations are responsible for the release of disaster warnings and alerts given by the local meteorological centers, the regulation says.Media organizations that fail in their responsibilities, release false information, or release alerts without authorization face fines of up to 50,000 yuan (about 7,322 U.S. dollars), according to the regulation.Media groups must cover the occurrence and development of disasters and emergency situations "timely and correctly", it reads.China is one of the countries most susceptible to natural disasters and 70 percent of disasters occurring in China are meteorological ones, according to the statement.

BEIJING, Feb. 7 (Xinhua) -- China's Ministry of Health (MOH) on Sunday released an inclusive list of illustrations on medicine use as guidance for doctors in writing prescriptions. It is the first state-level list of its kind in the country.The list illustrates what each kind of medicine should be used for, but it is not mandatory. Medicines on the list include all those on the National Basic Medicine Catalogue and the Catalogue of Drugs for Basic National Medical Insurance, and some other frequently used medicine, the ministry said.Cao Guirong, president of the Chinese Hospital Association, said at the release ceremony that compilation of the list borrowed the experience of developed countries and the World Health Organization (WHO) while taking into account China's geographic features and clinical therapeutic habits.It took two years for more than 100 domestic medical and pharmaceutical experts to complete the list, Cao said. It would be handed out to hospitals nationwide within the next few days in an effort to promote better medical service.

BEIJING, March 1 (Xinhua) -- China's central government has allocated 28.6 billion yuan (4.2 billion U.S. dollars) to support farmers, the Ministry of Finance said in a statement Monday.The bulk of the funding -- 18.6 billion yuan -- would be used to subsidize farmers in growing improved varieties of crops such as rice, corn, and cotton.The other 10 billion yuan would subsidize purchases of farm machinery such as sowers and reapers, said the statement issued to Xinhua.The funding aimed to improve motivation in agricultural production, and stabilize the country's grain production, according to the statement.Farmers across the country would be eligible for the subsidies.The funding was on top of 86.7 billion yuan of subsidy funding to grain-growing farmers nationwide in February.The financial support for agriculture came as severe drought continued in the nation's west and south.The National Meteorological Center (NMC) issued a drought alert on Sunday warning the severe drought would continue over the next three days.The State Flood Control and Drought Relief Headquarters said Saturday the drought, which started at the beginning of February, had affected 69.6 million mu (4.64 million hectares) of arable land and left 12.7 million people and 8.4 million heads of livestock short of drinking water.
