BEIJIN - A Chinese zoo will compensate a man whose daughter was mauled to death by a tiger while she was waiting to have her picture taken with it, the official Xinhua news agency said on Wednesday. Visitors pose for a picture with a tiger chained to a shelf at a park in Huaibei, East China's Anhui Province in this March 26, 2006 file photo.[newsphoto] The six-year-old was preparing to be photographed with a tiger from a local circus last month when a camera flash startled the animal and it turned on the girl who was standing behind, "biting her head", the report said. Kunming zoo, in China's southwest, will pay the father 340,000 yuan (,980), it added. "Nothing can compensate for the loss of my daughter. I hope the government can ban dangerous circus performances in case more people are hurt," Xinhua quoted father Mo Jicai as saying. In 2001, a female worker at the same zoo was also killed by a tiger. And in January, a tiger at the Kunming Wildlife Park attacked another child, but zookeepers were able to open the animal's mouth and save the child, Xinhua said.

Yahoo co-founder Jerry Yang said on Wednesday that China is fertile ground for an online advertising exchange akin to the one the US Internet titan is buying. The comment was among insights Yang shared with more than 1,000 Chinese and US technology entrepreneurs gathered in the California city of Santa Clara to discuss opportunities and challenges presented by the meteoric growth of China's economy. US Internet giant Yahoo co-founder Jerry Yang during a presentation in a Tokyo hotel, March 2006. Yang said on Wednesday that China is fertile ground for an online advertising exchange akin to the one the US Internet titan is buying.[AFP] "I'm going to call Jack Ma up with this idea of an exchange for advertisers and ad buyers," Yang said, referring to the chairman of Chinese Internet company Alibaba.com. "The potential is huge." In August 2005, Yahoo invested one billion dollars for a 40 percent stake in Alibaba, which also agreed to run the Chinese operations of the US Internet giant. Yang said that as it neared its second anniversary, the Yahoo-Alibaba partnership has "some catching up to do" in the online search and portal business in China but that he expected a turnaround in a few years. "On the whole, we feel our move to partner with Alibaba so far looks like it's the right strategy," Yang said. "It is too early to tell whether we are successful or not." "The best strategy still seems to be Chinese and US companies sharing best practices ¡ª we all benefit." Yahoo is buying New York City-based online advertising exchange Right Media in a move to counter Google's move to acquire the DoubleClick Internet ad-targeting firm. The California online search titan, which owns 20 percent of Right Media, said it will acquire the remaining 80 percent of the company for 680 million dollars (500 million euros) in stock and cash. The ad exchange serves as a place where advertisers can easily "hook-up" with websites or online services that cater to desired customer demographics. While announcing on April 13 that it was buying New York-based DoubleClick for 3.1 billion dollars, Google revealed plans for the Internet ad tracking and targeting firm to create an open exchange similar to Right Media.

BEIJING - China will extend its ban on foreign cartoons during prime time by an hour, its latest initiative to "spur the domestic cartoon industry", said a circular by the country's TV watchdog.According to the circular issued by the State Administration of Radio, Film and Television (SARFT), no foreign cartoons or programs introducing foreign cartoons can be shown from 5 pm to 9 pm, the "golden hours", on all domestic cartoon channels and children channels starting May 1.The original ban, imposed by the SARFT in August 2006, required foreign cartoons to appear on TV only before 5 pm or after 8 pm.Cartoons co-produced by domestic and foreign producers will have to get approval from the SARFT to air between 5 pm and 9 pm from May 1.Only domestic cartoons approved by SARFT can be aired during the "golden hours", it said. The ban will "enhance the SARFT's management over cartoon programs and will create a favorable environment for the domestic cartoon industry," the circular said.China's cartoon industry produced more than 101,900 minutes of animation in 2007, a 23 percent jump over 2006 when the output was 81,000 minutes, according to the circular. The first foreign cartoon introduced to China was Japan's "Astro Boy" series in 1981. Since then, a large quantity of foreign cartoons have flooded into China. In 2000, a SARFT regulation required local TV stations to get approval from the administration and set quotas for imported cartoons to air on TV. By that time, China's cartoon programs had nearly been monopolized by Japanese cartoons. In 2004, the SARFT issued another regulation, requesting at least 60 percent of cartoon programs aired in a quarter to be domestic. In September 2006, the SARFT decided to ban all foreign cartoons from 5 pm to 8 p.m.. The regulation resulted in a sharp decrease of foreign cartoons on local TV.Aside from foreign cartoons, China has issued a series of bans over "vulgar" and horror videos, audio products, illegal sex-themed adverts and medical ads that over-exaggerated their effects. It also requested in January last year the country's satellite TV broadcasters only screen "ethically inspiring TV series" during prime time, reflecting the reality of China in a positive way.

Visiting Chinese Premier Wen Jiabao (L) is greeted by Japanese Prime Minister Shinzo Abe upon his arrival at Abe's official residence in Tokyo April 11, 2007. Wen arrived in Japan on Wednesday. [Reuters]TOKYO: Premier Wen Jiabao and his Japanese counterpart Shinzo Abe Wednesday agreed on concrete steps to build mutually beneficial strategic ties. Wen's three-day trip, the first by a Chinese premier in nearly seven years, comes six months after Abe went to Beijing to mend ties chilled by his predecessor Junichiro Koizumi, who repeatedly visited Yasukuni Shrine that honors Japan's war criminals of World War II. Yesterday, the two leaders declared their firm intention to move forward on rebuilding relations, signed agreements on energy and the environment and issued a joint statement that spelt out issues for cooperation. An environmental accord called for the two to work on a successor to the Kyoto Protocol on climate change by 2013. The other agreement committed the two nations to cooperate on developing energy resources and building nuclear power plants in China. In the joint statement, the two vowed to seek ways to jointly develop gas deposits in disputed waters, pursue the denuclearization of the Korean Peninsula, and strengthen defense cooperation. During their talks, Wen said that the history issue is crucial for bilateral relations as it affects the national feeling of the Chinese people. It could be an obstacle to improved ties if not handled well, he added. He urged the Japanese leaders to face up to history and "open up good, forward-looking relations toward a beautiful future". Wen also reiterated China's position on the Taiwan question, hoping the Japanese side can realize the acute sensitivity of the issue and deal with it properly. Abe reiterated Japan's commitment to the principles enunciated in the three joint documents directing bilateral relations. On disputed waters in the East China Sea, the two sides agreed to speed up the negotiation process to seek a solution that is acceptable to both. The two sides pledged to make the area "a sea of peace, cooperation and friendship". Wen arrived in Tokyo just hours after the two countries signed an accord lifting Beijing's four-year ban on Japanese rice imports. China banned imports in 2003, claiming Japanese rice did not meet the requirements of its revised quarantine system. Wen is scheduled to address Japan's parliament today. He will also meet Emperor Akihito and co-chair an inaugural meeting with Abe on a high-level economic dialogue that will involve officials at the ministerial level and above. He will even join in a game of baseball - a popular sport in Japan - tomorrow with college students in western Japan before returning. Meanwhile, Abe accepted an invitation to visit China again this year. Though no timetable has been set, it is widely believed that he will visit in the autumn to attend the celebrations marking the 35th anniversary of the normalization of bilateral relations. His trip is seen as setting the stage for President Hu Jintao's first visit to Japan next year.

Land authorities in six Chinese cities including Beijing have illegally charged 1.1 billion yuan (US6.7 million) on enterprises so far this year, adding fuel to the nation's soaring housing prices. This was discovered by the National Development and Reform Commission, China's top planning body, during examinations of charges on businesses in Beijing, Shijiazhuang, Jinan, Guangzhou, Chengdu and Xi'an, the Beijing News said Saturday. The amount was well beyond the total illegal charges collected by eight departments for the whole year of 2006, said Li Lei, head of NDRC's Price Supervision Department. Quoting estimates by the land authorities, which say land costs account for 20 percent to 50 percent of the housing prices, Li said the behavior of these authorities has made the runaway housing prices worse. Despite by rounds after rounds of government curbs including restrictions on housing ownership by foreigners, housing prices have rocketed in China over the last few years, to the agony of ordinary people. Land authorities are not alone in overcharging enterprises. The commission found in May that urban construction departments have overcharged 216 million yuan (US.8 million) from construction firms. "The illegal charges have added fuel to the rising house price, " Li said. The housing prices in 70 large- and medium-sized cities in China went up by 7.1 percent in June over the same period last year, according to official statistics.
