BEIJING, April 7 (Xinhua) -- Chinese President Hu Jintao on Tuesday sent a message of condolences to his Italian counterpart Giorgio Napolitano over the heavy loss of life and property in a deadly earthquake that struck central Italy.     In the message, Hu expressed condolences to the victims and their families and those affected by the earthquake on behalf of the Chinese government and people as well as in his own name.     Hu believed that, under the leadership of Napolitano and the Italian government, the Italian people will overcome the difficulties arising from the quake and restore the normal life and work in the quake-affected areas at an early date.     A powerful earthquake hit central Italy early Monday, killing 207 people, injuring about 1,500 and leaving around 70,000 homeless, said the latest reports.     China's top legislator Wu Bangguo and Premier Wen Jiabao also sent messages of condolences to Italian Senate Speaker Renato Schifani, Chamber of Deputies Speaker Gianfranco Fini and Prime Minister Silvio Berlusconi, respectively.

BEIJING, Feb. 23 (Xinhua) -- Chinese Vice President Xi Jinping's just-concluded Latin American and European tour has strengthened bilateral ties, broadened consensus and boosted cooperation with these countries, a senior Chinese official said Monday.     Xi's two-week trip to Mexico, Jamaica, Colombia, Venezuela, Brazil and Malta, as well as Fiji, where he made a transit stop, was pragmatic and fruitful, said Chinese Vice Foreign Minister Li Jinzhang.     SIGNIFICANT VISIT WITH FAR-REACHING IMPACT     Xi's visit to Latin America was a major Chinese diplomatic move since President Hu Jintao's trip to the region last year, said Li.     Last November, Hu traveled to Latin America for a visit that produced a broad consensus on forming a partnership of all-round cooperation with the region on the basis of equality, mutual benefit and common development. Earlier, China issued its first policy paper on Latin America and the Caribbean.     During his visit to the five Latin American nations, Xi further clarified China's policies on Latin America and stressed that China is ready to join hands with Latin American nations to further enhance cooperation and elevate China-Latin America relations to a new high, Li said.     In a speech at a seminar attended by Chinese and Venezuelan entrepreneurs, Xi raised a five-point proposal on strengthening the all-round cooperation for common development between China and Latin American nations amid the current global economic landscape.     Li described Xi's visit to Latin America as a follow-up action to push forward China's relations with the region.     The Chinese vice president's visit came before the Group of 20 summit scheduled for April in London to address the ongoing global financial crisis, Li noted.     During the trip, Xi called for a long-term perspective in planning and confidence building and urged a combination of promoting bilateral cooperation and ensuring the steady and sustained growth of China's economy. In every stop, Xi explained China's positions on key issues such as the international situation, the financial crisis, the upcoming G20 summit in London, the Doha round of trade talks as well as UN reforms.     He had in-depth exchanges of views with leaders of the host countries on enhancing cooperation and jointly tiding over the economic difficulties.     Leaders of the seven countries spoke highly of China's role in stabilizing the global economic and financial situation and promoting world peace and development.     Mexican and Brazilian leaders expressed readiness to beef up cooperation with China in international organizations and multilateral mechanisms and work together for a more fair and rational new international order, deal with financial crisis and win a greater say for the developing countries.     Colombian and Jamaican leaders appreciated China's contributions to stabilizing the world economy, saying the steady and relatively fast growth of China's economy will help other countries overcome financial crisis at an early date.     Xi also reiterated China's stance on the Taiwan and Tibet issues. The host countries all reaffirmed their adherence to the one-China policy.     The Chinese vice president welcomed the countries to participate in the Shanghai World Expo in 2010 and was given favorable responses by all. 　　FRUITFUL VISIT PACKED WITH SUBSTANTIAL ACTIVITIES     During his tour, Xi attended nearly 80 meetings, seminars, and other activities and held talks with leaders of the seven countries, exchanging views with them on bilateral ties as well as major international and regional issues of common concern.     He also witnessed the signing of over 60 cooperation documents in economy, finance, energy and mining, agriculture, infrastructure, high-tech and culture.     Xi held wide-ranging contacts with leaders of parliaments, political parties, regional leaders, and people from the media and academic communities.     Xi unveiled the first Confucius Institute in the Caribbean region, and broke ground for the Montego Bay Convention Center, a cooperation project by China and Jamaica.     Xi's visit uplifted China's relations with the seven countries, expanded their political mutual trust and strategic consensus, and deepened pragmatic cooperation, Li said. 　　BROAD PROSPECTS FOR FURTHER COOPERATION     Under the new consensus reached during Xi's visit, China and these countries will strengthen cooperation in trade, finance, energy and mining, agriculture, infrastructure construction, high-tech and culture.     The consensus laid a solid foundation for China and these countries to draw on each other's strength and achieve mutual benefit and win-win progress, Li said.     China and these countries are geographically far apart and have different social and cultural traditions, but their people have expressed an earnest wish to enhance friendship. BEIJING, March 6 (Xinhua)-- China has named its first home-made jumbo jet C919, which will take off in around eight years, its chief designer Wu Guanghui said on Friday.     "C represents China as well as COMAC, the abbreviation for Commercial Aircraft Corporation of China, Ltd," said Wu, who is also the deputy general manager of COMAC, the manufacturer of C919.     "The name also reflects our determination to compete in the international market for jumbo jet. C919 comes after Airbus and Boeing, so you will have ABC in the aviation industry," said Wu, apolitical advisor who is here attending the annual session of 11thNational Committee of the Chinese People's Political Consultative Conference.     The first 9 in the name implies forever in Chinese culture, while 19 means the first jumbo jet produced by China will have 190seats, he said.     Wu said that his company will choose suppliers of engines, airborne equipment, and materials through international bidding, and will encourage foreign suppliers to enter into partnership with Chinese manufacturers.     "We will choose foreign-manufactured products like engines at the beginning phase, but we will also independently do the research and manufacturing work at the same time," noted Wu.     The Shanghai-based COMAC was set up in May, 2008 after approval in early 2007 by the State Council, China's Cabinet. It has a registered capital of 19 billion yuan (2.78 billion U.S. dollars), with the State-owned Assets Supervision and Administration Commission as the biggest shareholder.     Wu said the jumbo jet project now involves 47 institutions from China and abroad, and that the preliminary general technical design plan and commercial feasibility study have been completed.

BEIJING, Feb. 4 (Xinhua) -- The Office of State Flood Control and Drought Relief Headquarters launched an orange alert on Wednesday, urging local authority to be fully aware of the grim situation and give drought-relief work top priority.     The unprecedented drought which started last November, has affected 146 million mu (9.73 million hectares) of crops nationwide by February 4, among which 42.19 million mu are severely affected, according to the latest figure released by the headquarter office.     About 139 million of wheat land in the eight wheat-producing provinces were threatened, comprising 46 percent of the total wheat croplands in the areas. Drought has hit most of Henan Province, one of China's key wheat producing regions, due to lack of rainfall since last October.Some 3.98 million people and 1.95 million livestock are short of drinking water.     The headquarter office asked local governments to be accountable for relief work and make every effort to expand irrigation areas.     The local authority should enact integrated plans on water distribution to minimize the risk of the drought, according to an emergency notice by the headquarter office.     Four more working teams were sent to the drought-hit areas on Monday to supervise the relief work.     The Ministry of Finance is expected to arrange more funds, after the previous 100 million yuan (14.6 million U.S. dollars) to support the relief effort.

BEIJING, April 8 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that "supervision" is one of the key missions in 2009 for government organizations to tackle corruption amid the economic crisis, according to Wen's speech script released Wednesday by the State Council.     "The impact of the global economic crisis was still amplifying. Companies' profits shrinking, financial income reducing, job situation worsening... Under such circumstances, it's of great importance for government organizations to reform and tackle any kind of corruption," Wen said.     Wen said this year supervision would be focused on whether government officials' work was quick and effective, policies and regulations practised properly, projects carried out scientifically, funds used reasonably among others.     He said any kind of fund misappropriation, unqualified buildings and other problems which closely affected people's livelihood should be strictly prevented.     Also, Wen stressed supervision in food and drug industry to avoid any safety issues involving unapproved food additives and fake and unqualified medicines.     Wen initially made those remarks at a conference on clean governance here on March 24. The highlights for his speech on that day were released Wednesday by the State Council.     Wen ordered at the conference that Party and government organizations at all levels should reduce reception expenditures this year by 10 percent over 2008, cut car purchase and maintenance fees by 15 percent on the basis of the average amount in the recent three years, and reduce expenditure for business trips abroad by 20 percent based on the average amount over the past three years.     Wen said, this year efforts will be focused on investigation and handling of corruption cases involving government organs and officials, and hard strikes will be made in cases of "collusion between officials and businesses, power-for-money deals and commercial bribery cases."     He urged tougher scrutiny over funds and projects that were closely related to people's livelihoods, such as medical insurance in rural areas, pensions, payment in arrears for migrant workers, water conservation, railroads and other forms of transportation, and urban construction.     Individuals or groups should be severely punished for making defective or harmful farm products or imposing unreasonable charges on farmers, students and patients, he said.     Wen praised the anti-corruption progress made by various government officials last year, especially in supervising and managing relief funds for the May 12 earthquake and the post-quake construction.     "Only by building a clean and efficient government can we unite everyone as an entire force to cope with the crisis and get over it," he added.     Last year, China investigated 2,687 government officials for graft, malfeasance and infringement of people's rights. Those included four people at the province or ministry level, according to a report delivered by Prosecutor-General Cao Jianming in earlier March.     Also, the government investigated 10,315 cases of commercial bribery cases committed by government workers, involving a total sum of more than 2.1 billion yuan (309 million U.S. dollars).
