GUANGZHOU, Jan. 11 (Xinhua) -- China's railway authorities are gearing up for a real-name ticket selling system to stop ticket scalping during the upcoming Spring Festival traffic rush. The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.     Millions of migrant workers from inland provinces like Sichuan and Hunan work in Guangdong, known as China's "factory of the world."     The system will take effect during the Spring Festival traffic peak season, from Jan. 30 to March 30. The Spring Festival, or China's Lunar New Year, falls on Feb. 14 this year. Passengers walk on the platform after their arrival in Hefei railway station in Hefei, capital of east China's Anhui Province, Jan. 3, 2010. The railway service in Hefei railway station faced passenger peak as the new year holiday came to an end    China's Spring Festival transport is seen as the world's largest annual human migration as tens of millions of migrant workers return home, often their only chances for family gatherings.     The National Development and Reform Commission forecast some 210 million train trips over the holiday period, a rise of 9.5 percent from a year earlier.     China's transport authorities have long been fighting against scalpers, who were blamed for worsening the ticket shortage problem by stockpiling tickets and reselling them at higher prices.     "I've been working in Guangzhou for years. During each Spring Festival, I had to pay scalplers almost double the price for a ticket back home," said a migrant worker from Hunan.     "And the risk of buying fake tickets was always there," he said.     Shi Yanhai, a migrant worker from Sichuan, said she hadn't been back home for five years because it was too hard to buy a train ticket during the traffic peak.     "Hopefully I'll be able to buy a ticket this year after the real-name system takes effect," she said.     Nearly 80 percent respondents believed that the new system would help stop ticket scalping and make tickets purchasing easier during the holiday, according to an online survey by sohu.com, one of China's major internet portals.     Although welcomed by the majority, the new ticket selling system is faced with challenges. Some said the new rule might make train travel more complicated.     "I now only need to tell the ticket seller the date and destination of my trip. But after the system is effective, I have to show my ID card. That will make the queue longer!" said Zuo Xiaoyan, a migrant worker from Hunan, when queuing at Guangzhou railw

BEIJING, Oct. 26 -- Shanghai has applied to regulators to launch a free exchange between the yuan and the New Taiwan dollar to enhance financial cooperation, the head of the Shanghai Financial Service Office said Sunday.     "With growing trade between Shanghai and Taiwan in recent years, we hope that a free exchange between the yuan and the New Taiwan dollar can be conducted in Shanghai as a trial," said Fang Xinghai at the 6th China International Finance Forum.     "We have applied to the regulators and expect it will be approved soon," Fang said at the two-day forum which ended Sunday.     Shanghai has recently launched a cross-border currency clearing system and Fang expects that it will be extended to Taiwan soon.     By the end of April, Taiwan had invested 5 billion U.S. dollars in more than 6,000 projects in Shanghai, and trade between the two sides totaled 13.68 billion dollars in the first eight months of this year.     Although the two sides must overcome some barriers in financial cooperation, Fang said they can explore possibilities in innovative products, such as exchange-traded funds that enable investors to buy or sell shares in an entire benchmark portfolio.     "The Shanghai Stock Exchange is making efforts to introduce ETFs based on overseas equity indices (and) we can also expect Taiwan and the mainland to introduce ETFs based on each other's index," Fang said.     The two sides can also cooperate in sectors that are not directly supervised by the central government, such as venture capital.     "Taiwan is very successful in the venture capital sector, while the Chinese mainland is still in the first stage. Policies have now been eased so that Taiwan VC firms can set up branches on the mainland," Fang noted.     The Chinese mainland and Taiwan in April sealed a cooperative financial regulatory mechanism.

GUANGZHOU, Nov. 13 (Xinhua) -- Chinese Vice President Xi Jinping attended the opening ceremony of the 2009 UCLG World Council Meeting & Guangzhou International Sister Cities Conference, which gathered more than 1,000 representatives from about 210 cities and local organizations of more than 60 nations.     Founded in May 2004, the United Cities and Local Governments (UCLG) is the largest local government organization in the world. The mayor of Guangzhou is the current co-president of UCLG. Xi said the UCLG has become an important platform for multilateral exchanges and cooperation as well as a bridge of friendship for global cities. He believed that the UCLG would be able to integrate wisdom and strength of urban planning and management from different nations, and play a positive role in promoting peace and development of the world. Chinese Vice President Xi Jinping (L) speaks at the opening ceremony of the 2009 United Cities and Local Governments (UCLG) World Council Meeting & Guangzhou International Sister Cities Conference held in Guangzhou, south China's Guangdong Province, Nov. 13, 2009    Xi pointed that the world economy is at a critical stage, recovering from the recession due to the global financial crisis. The theme of this meeting, "Cities: Approach to Global Financial Crisis", is a topic just in time.     He raised three suggestions to cities and local governments around the world on how to jointly overcome the difficulties of the global financial crisis.     He called on the UCLG members to deepen pragmatic cooperation in the areas such as economy, trade, science and technology, in order to boost the recovery of the world economy and achieve mutual benefits and win-win results.     He also suggested the UCLG members adhere to the policy of open market and fight against the trade and investment protectionism with concrete actions.     Furthermore, he pointed out that the world cities and local governments should encourage innovation to promote new growth points and a new round of restructuring of global industries.     In the speech, Xi also introduced the achievements of social and economic development made in the past 60 years since the founding of the New China and especially since the opening up and reform policy was carried out 30 years ago.     During the past 30 years, the industrialization and urbanization process of China has dramatically accelerated, he said. The urbanization rate was only 17.9 percent in 1978, and the figure jumped to 45.7 percent in 2008, a growth of one percentage point per year.     Xi also explained the policies that China has taken to respond to the global financial crisis. He said although the world economy had showed some positive changes, the full recovery would still have a long way to go.     China would do its best to stabilize its own economic development, while playing an active role in international cooperation in order to promote the recovery of world economy, he noted.     He reiterated that China would continue to support the developing countries with a responsible attitude and fulfill its commitments of providing foreign assistance so as to push forward the realization of UN Millennium Development Goals.     Beijing Municipal government and the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) jointly held the World Council Meeting of UCLG in June, 2005. This year's UCLG World Council Meeting was co-hosted by CPAFFC and the Guangzhou Municipal government.

Now I can feel how heavy my duty is to attend the meeting on behalf of the Chinese government," Wen told reporters aboard his plane en route to Copenhagen. BEIJING, Dec. 27 (Xinhua)-- Premier Wen Jiabao admitted Sunday that it'd be good if lending by Chinese banks had not been growing on a too large scale as a result of the government's immediate response to the global financial crisis."It would be good if our bank lending was more balanced, better structured and not on such a large scale," he said in an exclusive interview with Xinhua News Agency.     Wen said the State Council had noticed the problem in the middle of the year and moved to correct it. "It has been improving in the second half of this year," he said. Chinese Premier Wen Jiabao (L) smiles during an exclusive interview with Xinhua News Agency at Ziguangge building inside Zhongnanhai, an office compound of the Chinese central authorities at the heart of Beijing, capital of China, Dec. 27, 2009    Credit expansion was one of the "unexpected difficulties" China had encountered in dealing with the worst crisis in decades, Wen said.     The State Council had to learn from past experience, detect problems and make persistent efforts to fight the crisis effectively, he said.     Wen said it was too early to grade China's performance in tackling the crisis because it was far from over and much work was yet to be completed.     He admitted that the State Council had time in the second half of the year to calmly reflect on the problems arising from the emergency response to the economic crisis.     The State Council had thoroughly discussed measures to cultivate new economic growth points, especially relating to emerging strategic industries such as the Internet, the green economy, the low-carbon economy, sensor technology and bio-pharmacy, he said.     "I think one of the linchpins for the world to overcome the economic crisis is wisdom, and, most importantly, science and technology," he said.
