GENEVA, April 22 (Xinhua) -- Close international cooperation is needed to fight all forms of racism and racial discrimination, which is the enemy of the whole human society, a senior Chinese diplomat said here on Wednesday.     "China proposes that the international community work closely together to form a strong united front in the fight against racism," said Li Baodong, Chinese ambassador to the United Nations Office in Geneva, in an address to the ongoing Durban Review Conference.     Governments should fully recognize the huge damage that racism has caused to various human rights, international security and human development, and pursue actively the policy of "zero tolerance" at both the national and international level, Li told more than 100 delegations participating at the anti-racism conference.     The five-day conference, which opened on Monday, is a follow-up meeting to the World Conference against Racism held in Durban, South Africa in 2001.     Delegates adopted by consensus a final anti-racism declaration on Tuesday despite the boycott of the meeting by quite a few Western countries, including the United States, citing concerns that the meeting could be used as a forum to criticize Israel.     The atmosphere of the conference was also damaged on Monday after dozens of European delegates walked out of the conference room in protest to a speech made by Iranian President Mahmoud Ahmadinejad which likened Israel to a racist regime.     According to the Chinese ambassador, countries should enhance dialog and communications to resolve political differences and refrain from creating a breeding ground for hatred.     It's of great significance that countries have gathered once again to deliberate on the issue of racism eight years after the holding of the first UN anti-racism conference, he said.     Li also stressed the need to further enhance the effectiveness of various mechanisms established after the 2001 conference to address racism, racial discrimination, xenophobia and related intolerance, with a view to achieving better synergy, coordination, coherence and complementarity in their work.     In addition, he suggested a renewal or reinforcement of the international definition for racism, as many new forms of racism and racial discrimination are emerging along with the current global financial, food and energy crises as well as the threat of climate change.     "The Chinese government is against all forms of racism, and it has been actively engaged in various international anti-racist activities," Li said.     "With the opportunity provided by this conference, China is ready to work will all governments and the civil society to create a world free of discrimination, hatred, fear and prejudice," he added.

We also expect to explore inter-party cooperation to enable the two countries exchange views and address issues of mutual interest," Wang said in talks with Kenyan Vice President Kalonzo Musyoka.     He said the Sino-Kenyan friendship dates back to ancient times and that the past four decades of bilateral diplomatic ties have witnessed great development of friendship and successful cooperation in such fields as politics, infrastructure and trade, as well as mutual support in international affairs.     "We will work with the three parties that form the ruling coalition government. We know that these three parties are key to the stability of this country. Without stability there can be no development," he said.     Musyoka expressed thanks for China's assistance for Kenya in the past years and introduced Kenya's efforts to push forward regional peace, stability and integration.     Musyoka said Kenyan political parties have a lot to learn from CPC in spurning economic growth.     "I am aware that China's booming economy is largely inspired by the effective management of the CPC of the country's economic affairs," he noted.     The vice president said Kenya and China will work together to find ways of resolving the challenges facing their citizens.     He also thanked China for refurbishing the road linking the Jomo Kenyatta International Airport to the UN headquarters in Nairobi and the construction of stadia in Kenya.     "Today China is constructing various roads across the country including the one from the Jomo Kenyatta International Airport to the United Nations headquarters. China has also oil exploration companies and with all these, we hope to expand other areas of cooperation and reach mutual understanding to enable both sides to benefit," he said.     Musyoka told Wang the east African nation appreciates the huge investment China has put into Kenya's infrastructure.     He expressed hope that more Chinese tourists will visit Kenya as part of efforts to balance trade, while urging China to launch direct flights to Nairobi to help spur economic growth and boost the country's tourism.     Musyoka pledged that the Kenyan coalition government attaches much importance to bilateral relations with China and will further strengthen bilateral cooperation in various fields.

NANJING, April 25 (Xinhua) -- Negotiators from the Chinese mainland and Taiwan on Saturday stressed the significance of enhanced cross-Straits economic exchanges and cooperation amid the international financial turmoil.     Zheng Lizhong, deputy chief of the mainland-based Association for Relations Across the Taiwan Straits (ARATS), said the international financial turmoil has brought new challenges to economic development across the Taiwan Straits.     Compatriots from the two sides aspired to accelerate cross-Straits economic cooperation, Zheng said at a preliminary meeting with his Taiwan counterpart Kao Koong-lian, Vice Chairman and Secretary-General of the island's Straits Exchange Foundation (SEF).     The meeting was held to make final preparations for Sunday's talks between the ARATS and SEF heads Chen Yunlin and Chiang Pin-kung.     Sunday's talks could bring enhanced economic development and cooperation across the Straits, he said. Zheng Lizhong (R), vice-president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), shakes hands with Kao Koong Liann, vice chairman and secretary-general of Taiwan-based Straits Exchange Foundation (SEF), before the preliminary discussion in Nanjing, capital of east China's Jiangsu Province, April 25, 2009. ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung are scheduled to hold talks on Sunday    Kao Koong-lian said one of the SEF's basic notions is that the cross-Straits relations should be two-way exchanges instead of one-way.     With mainland investment on the island, one of the four major issues under negotiation during the talks, the cross-Straits trade could basically resume normal two-way exchanges, he said.     He hoped issues on safeguarding cross-Straits investment agreements and preventing double taxation could be included in the next round of talks.     Direct transport, postal service and trade was totally cut off between the two sides since the Chinese civil war ended in 1949.     On Jan. 1, 1979, the Standing Committee of the National People's Congress, or the top legislature, called for an early realization of the three direct cross-Straits links on transport, mail and trade in its "Message to Compatriots in Taiwan." After 1979, the mainland allowed Taiwan products to enter at lower tax rates or tax-exempt.     In July 1988, the State Council, or the Cabinet, issued regulations encouraging Taiwan compatriots to invest on the mainland.     The mainland has been the largest trading partner of Taiwan since 2003, with annual trading volume surpassing 100 billion U.S. dollars.

BEIJING, April 29 (Xinhua)-- China has allocated 23 billion yuan (3.37billion U.S. dollars) for energy saving, anti-pollution, ecological and environmental protection projects since the fourth quarter of last year, a senior official told Xinhua Wednesday.     Han Yongwen, secretary-general of the National Development and Reform Commission, said investment in these sectors accounted for 10 percent of the 230 billion yuan government spending to date on infrastructure, ecological and environmental sectors, quake relief and other areas.     China unveiled a 4-trillion-yuan stimulus package in November last year to be spent over the next two years with 1.18 trillion yuan spending from the central government, to cope with the adverse effects of the global financial crisis and shore up the domestic economy.     "This ratio of 10 percent was not low. It shows that the central government not only focuses on stimulating domestic demand and keeping stable economic growth, but also stresses laying a good foundation for the economy's sustainable development in the long run," Han said.     Of the 23 billion yuan spending, 13 billion went to improving urban water treatment facilities, 4 billion yuan to pollution prevention projects on the Huaihe and other big rivers, 3.5 billion yuan to forest planting projects and the other 2.5 billion yuan to key energy saving projects across the country.
