BEIJING, July 17 (Xinhua) -- China's State Flood Control and Drought Relief Headquarters said Thursday night it had launched a level-three flood control emergency response mechanism to cope with Typhoon Kalmaegi.     Tropical storm Kalmaegi escalated to typhoon level on Thursday and was expected to be reinforced and land the coast areas in east China's Zhejiang and Fujian provinces on Friday, according to the headquarters. Heavy storms are likely to hit the coast cities in Zhejiang, the provincial meteorological authority said Thursday.     It is also expected to bring heavy rain to Quanzhou, Xiamen and Zhangzhou in Fujian in the next two days.     The heavy rain would continue in Fujian until this weekend, according to the weather services.     Flood-control, offshore fishery and marine authorities in Fujian, Zhejiang and Shanghai have sent out warnings for early preparations against the storm. Ships and boats are advised to return to ports.

BEIJING, May 13 (Xinhua) -- The death toll from a major earthquake in southwest China's Sichuan Province has climbed to 9,219, the Ministry of Civil Affairs said here Tuesday morning.     The 7.8-magnitude quake has killed 9,219 people in eight affected provinces and municipality of Sichuan, Gansu, Shaanxi, Yunnan, Shanxi, Guizhou, Hubei and Chongqing, the ministry said in a release issued at 7 a.m.. The Level I emergency plan covers the most serious class of natural disasters.     A disaster relief work group of the State Council, China's Cabinet, rushed to the quake-hit county of Wenchuan on Monday evening to coordinate the rescue and relief work.     Meanwhile, the ministry said strong winds and hailstorms lashed Hubei, Hebei and Jiangsu provinces from Sunday evening to early Monday morning, affecting more than 630,000 people.     In central China's Hubei Province, the hailstorms attacked 10 counties, affecting 515,000 people, collapsing 85 rooms of 33 households and damaging another 4,761 rooms as of 11 a.m. Monday. The direct economic loss was estimated at 385 million yuan (55 million U.S. dollars).     Hailstorms also lashed three counties of north China's Hebei Province on Sunday, affecting 92,100 locals and resulting in a direct economic loss of 7.65 million yuan.     In east China's Jiangsu Province, 24,000 people also suffered from strong winds and hails Sunday evening. BEIJING, July 5 (Xinhua) -- Heavy rainstorms that swept through most parts of China since Tuesday have left at least 12 dead, seven missing and about 3 million affected.     The casualties were reported after the rainstorms and flooding killed 252 people across China in June.     The new wave of rainstorms have caused suspended shipping service in the Three Gorges section of the Yangtze River, blocked traffic in cities, delayed flights, destroyed homes, and flooded farmland.     Central China's Hubei Province and southwestern Yunnan Province on Saturday each reported that six were killed by the torrential rain.     Twenty-five cities and counties in Hubei, where the country's largest river Yangtze runs through, reported a total of 700 million yuan in damages (102 U.S. dollars).     As of 5 p.m. on Saturday, the province saw another four missing, over 26,600 people evacuated and more than 2.58 million others affected, according to the provincial civil affairs department.     The rains also damaged 105,000 hectares of farmland destroyed and toppled1,063 homes in Hubei. The discharging would continue as more heavy rains were expected on the upper reaches of the river.     The shipping services between two dams were suspended for five hours before they were resumed at 2:30 p.m. on Saturday. BEIJING, Sept. 27 (Xinhua) -- The spacewalk performed by Chinese taikonauts Zhai Zhigang Saturday afternoon marks a major breakthrough in China's space program, Chinese President Hu Jintao said.     Hu talked with the trio taikonauts at the Beijing Aerospace Control Center for the Shenzhou-7 mission at 6:35 p.m. Saturday, when he inquired the physical conditions of the three taikonauts.     "Your country and your fellow citizens thank you for your devotion to the space program," he said.     He congratulated the trio over the success of the spacewalk, and encouraged them to continue the efforts for a "complete success.     Zhai Zhigang was assisted during the spacewalk by Liu Boming in the orbit module. HONG KONG, July 7 (Xinhua) -- Chinese Vice President Xi Jinping delivered a keynote speech at a welcoming banquet hosted by the Hong Kong Special Administrative Region (HKSAR) government here Monday evening, elaborating his understanding of and expectations to the HKSAR.     Xi started his toast at the dinner by extending warm greetings and best wishes to Hong Kong people on behalf of the central government and President Hu Jintao. Your spirit has touched all Chinese people. I hope you will soon go back to your normal lives and build a better home."     At Dujiangyan Radio and Television Station, Li urged the technicians to repair the network as soon as possible to ensure that the people in the quake zone could enjoy radio and TV programs. BEIJING, July 12 (Xinhua) -- The Chinese government will modify its temporary subsidy plan for quake survivors starting in September, with each survivor experiencing financial hardship to get 200 yuan (29 U.S. dollars) per month, a State Council statement said on Saturday.     "Life in most parts of the area will return to normal by September but, in some worst-hit areas, some people might still suffer difficulties. To help them, the government decided to continue financial assistance after the present policy ends," said the statement issued after a cabinet meeting presided over by Premier Wen Jiabao. The quake, on May 12, left millions of people homeless and destitute.     The policy will cover such categories as orphans, the elderly and the disabled without family support, those whose relatives were killed or severely injured, those who were displaced and those whose residences were destroyed, it said.     Since the disaster, every needy survivor has been eligible to receive 10 yuan and 500 grams of food a day. The policy has covered about 8.82 million people but will end in August. The new system won't include any food allotment.     Some types of survivors could receive more than the minimum. Under the present policy, about 261,000 orphans, elderly and disabled without family support have received 600 yuan a month. Under the new policy, they will receive more than 200 yuan, the statement said, without elaborating.     The new policy will expire in November, the statement said. The experts were also told to locate sites where quake debris can be stored for long periods for later investigation and take measures to protect such sites.     The meeting endorsed an assessment report by central and provincial authorities, which listed 10 counties and cities, including Wenchuan County, Beichuan County and Dujiangyan City, as the worst-hit areas.     Another 41 counties, cities and districts were characterized as heavily affected and other 186 were said to be moderately affected.     The first two categories will be covered by the national reconstruction plan, it said.     The 8.0-magnitude quake has claimed nearly 70,000 lives, injured more than 374,000 people and left another 18,340 missing.

BUDAPEST, May 8 (Xinhua) -- Jia Qinglin, head of China's top political advisory body, on Thursday met with Hungary's parliament speaker and put forward a package of proposals for further expanding friendship and cooperation between China and Hungary.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), held talks with Szili Katalin, speaker of the Hungarian National Assembly in Budapest Thursday morning.     During the meeting, Jia suggested that the two countries should maintain high-level contact so as to deepen political trust. The two countries should also expand trade and economic cooperation in a bid to promote common development. China will continue to encourage well-established companies to invest in Hungary. It will also adopt effective measures to increase imports from Hungary and encourage enterprises from both countries to carry out active and concrete cooperation, Jia said. She said the two countries should seize the opportunity of the 60th anniversary of diplomatic ties to push the development of bilateral relations.     Hungary attaches great importance to the 2008 Beijing Olympic Games and the Shanghai World Exposition and will actively participate in the two great events, Szili said.     She said Hungary gives priority to its relations with China in its overall foreign policy. As a member of the European Union, Hungary is ready to make active contributions to the development of EU-China relations.
