HANOI, May 25 (Xinhua) -- Chinese Foreign Minister Yang Jiechi attended the 9th Foreign Ministers' Meeting of the Asia-Europe Meeting here on Monday and delivered a speech at the opening ceremony.     Yang said with deepening globalization, the destinies of Asia and Europe have been tied together. Countries must intensify cooperation, deepen mutual trust and build a new and closer Asia-Europe partnership.     To build such a partnership, Yang said countries should enhance mutual understanding through dialogue on an equal footing. Countries should promote development through intensified cooperation. Countries should advocate mutual tolerance through expanded exchanges. Countries should strengthen its institution building to ensure the vitality.     Yang made several suggestions to cope with the ongoing financial and economic crisis and other global challenges.     First, Yang said countries should strengthen confidence and strive for economic recovery and growth. Countries should firmly oppose all forms of protectionism and take concrete steps to help develop countries maintain financial stability and work together to overcome the international financial crisis.     Second, countries should take active measures to counter the threat of A/H1N1 flu and other infectious diseases and minimize the impact of the flu on global trade and economic activities, said Yang.     Third, countries should think for the future, remain committed to the principle of "common but differentiated responsibilities" and step up cooperation in tackling climate change.     Fourth, countries should increase input and foster and follow anew energy security concept that calls for win-win cooperation, diverse forms of development and common security through coordinated supply, said Yang.     Fifth, countries should promote peaceful and negotiated settlement of hotspot issues and regional disputes on the basis of mutual respect, mutual trust and cooperation. The international community should fully respect the sovereignty and territorial integrity of the countries concerned, provide active and constructive help, and avoid willfully applying pressure or sanctions.     Yang said to deal with the international financial crisis, China has adjusted its macro-economic policies and implemented positive fiscal policy and loosened its monetary policy in an appropriate manner.     China has launched a package of measures to expand domestic consumption and stabilize export market and these measures have started to take effect.     As a responsible member of the international community, China will continue to work together with other ASEM members to strengthen coordination in the macro-economic policy, advance the reform of international financial system and actively safeguard the stability of the multi-lateral trade system.     The 9th Foreign Ministers' Meeting of the Asia-Europe Meeting (ASEM) opened here on Monday with the participation of foreign ministers and delegates from 45 ASEM members in the two-day meeting.     Vietnamese Prime Minister Nguyen Tan Dung delivered the opening speech of the meeting.

BEIJING, May 12 (Xinhua) -- A senior Chinese official has called on discipline chiefs of the Communist Party of China (CPC) at all levels to take the initiative of being self-regulatory and clean-handed.     He Guoqiang, secretary of the CPC Central Commission for Discipline Inspection, made the remark when meeting the Party's discipline chiefs at county level in Beijing on Tuesday.     He, also a member of the Standing Committee of the CPC Central Committee Political Bureau, attached great importance to county-level discipline organs comprising the Party's discipline and inspection system.     The official called on the chiefs to conduct a determined and uncompromising fight against all corrupted officials and behaviors to defend the people's interests.     He urged Party committees and governments at all levels to improve the financial conditions, equipment and facilities of the county-level discipline organs for a better anti-corruption performance with the discipline inspectors.     More than 2,000 secretaries of discipline organs at county level throughout the country have been gathered in Beijing to attend a focused training course, the first of its kind in the history of the CPC's discipline work.     The training course, held in Party School of the CPC Central Committee, National School of Administration and training center of Supervision Ministry, has been aimed at improving their abilities to fight against corruption as well as maintain social stability.

BRUSSELS, April 28 (Xinhua) -- Senior officials and scholars from the European Union (EU) and China held a conference here, urging the two sides to enhance cooperation dedicated to seeking a global solution to the financial crisis.     "After the financial crisis hit us, we stood closer, supported each other and worked together for an early recovery of our economy and that of the world. We become tightly bound more than ever before," Chinese ambassador to the EU Song Zhe said in a keynote speech at the conference in the European Parliament on Monday.     "We have every reason to cooperate," Song said, adding China and the EU have converging interest and share common responsibility.     Sino-EU relations has experienced slight derailing last year, as China postponed a summit with the EU due to French President Nicolas Sarkozy's decision to meet the ** Lama when France held the EU presidency. Later during the G20 summit in London early this month, President Hu Jintao met a number of European leaders to consolidate mutual trust.     In an effort to build a joint front against the financial and economic crisis, a trade and investment delegation from China last month struck multi-billion-U.S.-dollar deals with European companies to boost trade.     Chinese Vice Premier Wang Qishan is scheduled to visit Brussels next week for high-level economic dialogues with EU counterparts.     The 11th China-EU Summit will be held in Prague in mid-May, as the Czech Republic is holding the current EU presidency.     The EU is the biggest organization of developed countries and China is the biggest developing country, Song said, adding bilateral relationship takes on greater global and strategic importance.     Antonie Quero-Mussot, deputy head of cabinet of EU Commissioner for economic and monetary affairs, noted that cooperation between the EU, China and beyond is a necessary condition for a solution to the global financial crisis.     "Without the dialogue not only between the EU and China, but also between all the major economies... there will not be a solution to the crisis," he said.     His remark was echoed by Mei Zhaorong, former president of Chinese People's Institute of Foreign Affairs.     "We can not solve the problem alone but have to work together," Mei said at the conference.     He also downplayed the possibility of a G2 framework, under which the United States and China are expected to have a joint central role of leading the world out of the crisis.     "We are not of the opinion that we alone with the U.S. can solve the problem," Mei said, "I do not think Europe like that opinion either."     "I think the current form of G20 are far better. We should look at developing countries and emerging economies," he added.

YINGXIU, Sichuan, May 12 (Xinhua) -- One year after a massive earthquake hit China's southwestern inland, Chinese President Hu Jintao on Tuesday mourned quake victims with a white chrysanthemum and a motivating speech calling for collective strength in face of extreme hardship.     On 2:28 p.m. Tuesday, exactly one year after the devastating quake shattered many areas in Sichuan and neighboring provinces, President Hu, in dark suit and a blue-and-white stripped tie, paid his respect at a white marble memorial wall on which a written record was inscribed. MOSCOW, May 14 (Xinhua) -- Wu Bangguo, China's top legislator, met with Russian Duma Chairman Boris Gryzlov on Thursday. Both leaders stressed the importance of parliamentary cooperation and the unique role it serves bilateral relations.     Wu, chairman of the Standing Committee of China's National People's Congress(NPC), hailed the bilateral parliamentary cooperation at various levels in recent years. VIENNA, June 17 (Xinhua) -- The Head of the Chinese delegation and Permanent Representative of China to the United Nations Office in Vienna, Tang Guoqiang, stressed on Wednesday on behalf of the Chinese government that the nuclear issues of Korea and Iran should be solved in a peaceful way through diplomatic talks.     In a speech at the board meeting of the International Atomic Energy Agency (IAEA) on Wednesday, Tang pointed out with regard to the Korean nuclear issue that the Chinese government "firmly opposes" another nuclear test by the Democratic People's Republic of Korea (DPRK), and requires the DPRK to "stick to the denuclearization commitments, stop relevant actions that may further deteriorate the situation, and return to the six-party talks."     However, Tang also pointed out that "the sovereignty, territorial integrity, reasonable security concerns and development benefits of the DPRK, a sovereign state, and a member state of the U.N., should receive due respect. The DPRK should have the right to peaceful use of nuclear energy after it returns to the treaty on Non-Proliferation of Nuclear Weapons (NPT)."     He also stressed that political and diplomatic means is the"only right way"to solve the relevant issues on the Korean Peninsular including the nuclear issue.     Therefore, he called on relevant parties to "focus on long-term benefits and maintain calm and restraint so as to avoid any action that could lead to further tension." A peaceful solution to the Korean nuclear issue "accords with the common benefit of all the parties,"Tang said.     He pointed out when discussing the Iranian nuclear issue that there is currently new opportunity to promote a solution through negotiations, so relevant parties should "seize the opportunity and step up diplomatic efforts, so as to resume talks as soon as possible and seek a comprehensive and long-term solution to the Iranian nuclear issue."     Iran, as a party to the NPT, enjoys the right to the peaceful use of nuclear energy, but should also fulfill corresponding international obligations he said.     China is concerned that Iran has not suspended uranium enrichment as requested by the U.N. Security Council and hopes Iran will take measures to "comprehensively fulfill the relevant resolutions of the IAEA and the Security Council," Tang said.     He also stressed that China adheres to "the international nuclear non-proliferation system, and the Korean and Iranian nuclear issues must be solved through negotiations.     China will "work with all the parties" and make further efforts to solve relevant issues by diplomatic means "based on the overall situation of maintaining the nuclear non-proliferation system as well as regional peace and stability," Tang said.

HELSINKI, June 26 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang on Friday outlined guidelines for boosting Sino-Finnish relations in political, economic and social fields.     Politically, top leaders and senior officials of China and Finland should continue to frequently visit each other to improve the mechanism for bilateral cooperation, said Li while meeting with Finnish President Tarja Halonen. BEIJING, May 17 (Xinhua) -- Chinese military authorities pledged Sunday to tighten supervision on senior and middle ranking officers, through strict punishment in cases of breach of duty and regular inspection of their work.     The military will adopt a strict system to investigate and punish senior officers for breaching duty or making mistakes, said a circular issued by the Central Military Commission (CMC) on Sunday.     The document, approved by CMC Chairman Hu Jintao, said it will also introduce a system of accountability by regular inspection on the work of officers at army corps level.     Military units higher than regiment level of the People's Liberation Army must review the work of their commanding officers at least once a year, it added.     Commanding officers from regiment to army corps levels are usually regarded as middle and senior ranking PLA officers.     It will tighten inspection on senior officers to see whether they strictly follow the military disciplines and show loyalty to the Communist Party of China.     The circular called on the officers to keep a communist nature. "In the face of a complicated ideological situation, senior military officers must stick to their faith and keep a firm political stance," it said.     They should devote themselves to building up the country's military capacity to win local wars in the information age, it said.     The document said that the supervision and inspection will focus on any examples of extravagance and waste by military officers.
